One license is required for every 120,000 in county population. Here's the formula:

For counties between 40,000 and 60,000 in population, we only charge half price for the Base Rate, plus the the full annual license. ($1,773 total)
For counties under 40,000 in population, we waive the Base Rate, and only ask for the full annual license. ($788 total)
